Our Mission: Rebalance and transform the Social Security system by redeploying a portion
of the Social Security budget to fund a renaissance of America’s infrastructure by transforming Baby Boomer skills and human capital into wealth for the nation.
Action Steps:
- Through Federal legislation or Executive order, create the "Boomer Corps" as a WPA-like new Federal/State partnership to engage and re-deploy the valuable skills and work experience of 3 million capable Boomer retirees to contribute back to the well-being of our society through vital community quality-of-life and support services.
- Redeploy 5% of existing budgeted entitlements alread earmarked for Social Security entitlements, the not-for-profit sector, and State and local government revenue sharing, by re-allocating them to fund the Boomer Corps and pay a below-market-rate wage ($11-$15/hour) to those who are qualified, based on defined financial need criteria.
- Accepted applicant skills and experience will be matched to local Boomer Corps openings in the
not-for-profit sector and in city, town and county governments. All accepted applicants invited to participate in Boomer Corps leadership and personal skills development program focused on restoring America's greatest values and passing them on to the next generation.
- Oversight: Infrastructure and oversight are already in place on-site in non-profit organizations and institutions, city and town government, county government agencies, and through oversight agencies and laws. Hiring and firing capabilities already in place.
- Cost/Benefit Analysis: Annual cost estimate with 3 million participating Boomers (out of 76 million total), at 45 weeks per year, 30 hours per week, below-market wage rate of $15/$13/11per hour based on regional cost of living= $48.6 billion per year (versus $684 billion paid out each year in Social Security benefits requiring no reciprocal service of any kind).
- Market Value of Boomer Contributions: at minimum estimated $20 per hour average, x 30 hours/week, x 45 weeks=$81.0 billion per year.
Eligibility: Boomers age 62 and older who are U.S. citizens and are already receiving Social Security will be eligible to apply to the Boomer Corps. Applications will be pre-screened for defined criteria, and selected applicant skills and experience will be matched to local Boomer Corps openings in the not-for-profit sector and in city, town, and county governments.
- Average annual Boomers Corps stipend of $16,200 to $20,250 provides meaningful supplement to Social Security to improve financial security, healthy longevity for those whose financial resources are inadequate or were depleted due to declines in the real estate, housing and financial markets.
- Match Boomers to vital quality-of-life services and support functions in 8 categories:
- Senior and Aging Services (including Meals on Wheels)
- Arts Organizations
- Pre-School and Child Education, Special Educational Needs
- Environmental Protection
- City and Town Infrastructure
- City, County and Town Government/Agencies
- Healthcare and Medical Research
- Educational Institutions
